Quebec Online Casinos: The Short Answer
**Loto-Québec’s lotoquebec.com is the only online casino run by the Quebec government**, and it is open to residents aged 18 and over who are physically in the province. Offshore casinos also accept Quebec players, but they hold licences from Kahnawake or Curaçao, not from Quebec.
That split shapes everything else on this page. With Loto-Québec you get a Crown corporation, a provincial self-exclusion program and a site that checks your location. With an offshore site you get bigger game libraries and larger welcome offers, but disputes go to the operator and its licensing body, never to a Quebec authority.
We read the official pages of every site below from a Montréal IP address in October 2026: bonus terms, general terms, cashier and payment pages, responsible-gambling pages. We did not open accounts or move money. Every figure quoted comes from those pages, and every offer was verified on the operator’s site in October 2026.
| 🏛️ Option | 📜 Who regulates it | 🔞 Minimum age | 🗣️ French | 🛡️ Quebec self-exclusion applies |
|---|---|---|---|---|
| Loto-Québec (lotoquebec.com) | Loto-Québec, a Quebec Crown corporation | 18+ | Yes (Quebec’s own site) | Yes |
| Casino Days (/fr-ca) | Kahnawake Gaming Commission, CPA 01054 | 18+ | Yes, French-Canadian version | No |
| Casino Rewards sites (8 brands) | Kahnawake Gaming Commission, licence 00972 | 19+ (or local age of majority, whichever is greater) | Some brands (Zodiac, Yukon Gold, Quatro) | No |
| TonyBet, 22Casino | Kahnawake Gaming Commission (00902, 01056) | 18+ / 19+ depending on terms | — | No |
| Need for Spin, Rolling Slots | Curaçao Gaming Control Board | 18+ | — | No |
The table shows the trade-off in one glance: only the provincial site sits inside Quebec’s protection net, while the offshore sites compete on choice and promotions.
What Loto-Québec Offers Online
The provincial site covers casino games (slots and table games), a live casino, poker, bingo, lotteries and Mise-o-jeu sports betting. Its terms describe the account as an “Espacejeux” account and say the site verifies that you are in your province of residence before you play. **If you want a regulated Quebec option, this is the only one.**
What Offshore Sites Offer
The offshore sites on this page publish lobbies of 1,000 to 15,000+ games, CAD-denominated cashiers and multi-deposit welcome packages. Casino Days alone lists 6,500+ games and 1,000+ live tables. What they do not offer is a Quebec regulator standing behind you: these sites are **not regulated by your province**, and their own self-exclusion tools do not talk to Loto-Québec’s.
Which Route Suits You
If you value a provincial safety net, play at Loto-Québec. If you already play at offshore sites, pick ones with a named operator, a published licence number and readable bonus terms, which is how we built the list below. Either way, set a budget before you start and keep the help line 1-800-461-0140 at hand.
Is Online Gambling Legal in Quebec?
**Yes, online gambling is legal in Quebec when it is conducted and managed by the province, and in practice that means Loto-Québec.** Section 207 of the Criminal Code only allows gambling that a provincial government, or its agent, conducts and manages.
Our national guide to whether online gambling is legal in Canada covers the federal picture. Below is what matters specifically in Quebec.
The Criminal Code Rule
The Criminal Code, s.207(1)(a) is the foundation. Gambling is lawful when it is “conducted and managed” by a province. There is no federal online gambling regulator, so each province decides how to use that power. Quebec chose a public monopoly; Ontario chose an open, licensed market; Alberta launched its own regulated market on July 13, 2026.
Where Loto-Québec Fits
Loto-Québec is the province’s agent for gambling. Its online site is the only online gaming operation authorised by the province, and its specific terms of use say the site offers online games “to residents of Quebec aged 18 or over”. In a 2015 regulatory impact analysis, the Ministère des Finances described Loto-Québec’s site as the only legal one and every other online gaming site as illegal — that was the government’s stated position at the time, aimed at operators.
Where Offshore Sites Fit
Offshore operators are licensed elsewhere — in our list, by the Kahnawà:ke Gaming Commission or the Curaçao Gaming Control Board. They accept players from Quebec, but **they are not regulated by Quebec or any other Canadian province**. If something goes wrong, you deal with the operator and its licensing body, not with a provincial regulator. Residents of Ontario and Alberta should use their province’s regulated sites instead — both provinces now run licensed markets with their own player protections.
No Licensing Regime for Private Operators
As of October 14, 2026, we found no bill, regulator or licensing system for private online casino operators on official Quebec government sources. Loto-Québec remains the only legal operator. That is very different from Ontario, where the AGCO registers private operators and iGaming Ontario conducts and manages the market.
Is Change Coming?
Private operators have lobbied for an independent regulator in pre-budget consultations, but a lobbying submission is not government policy. Until a bill is tabled and passed, nothing changes for players. We will update this page if Quebec announces an official licensing framework.
| ⚖️ Province | 🏛️ Online model | 🔞 Age | 🌐 Private operators licensed? |
|---|---|---|---|
| Quebec | Loto-Québec only (lotoquebec.com) | 18+ | No |
| Ontario | Open market: AGCO + iGaming Ontario, plus OLG.ca | 19+ | Yes |
| Alberta | Regulated market since July 13, 2026 (AGLC + AiGC) | 18+ | Yes |
| British Columbia, Manitoba, Saskatchewan | PlayNow.com | 19+ / 18+ in Manitoba | No |
| Atlantic provinces | Atlantic Lottery Corporation | 19+ | No |
Quebec sits with the monopoly provinces: one government site, no private licences, and an 18+ age limit shared only with Alberta and Manitoba.
The Struck-Down IP-Blocking Law
**Quebec once tried to force internet providers to block unlicensed gambling sites, and the courts killed the law.** Today the province has no IP or DNS blocking mechanism for gambling sites.
What Bill 74 Required
The 2015-2016 budget announced a filtering measure, and the 2016 law (Bill 74, adding sections 260.33 to 260.37 to the Consumer Protection Act) required internet service providers to block access to unauthorised gambling sites appearing on a list drawn up by Loto-Québec. The target was the sites and the providers, not players.
How the Courts Ruled
The law was challenged by the Canadian Wireless Telecommunications Association. Quebec’s courts declared it unconstitutional, and the Court of Appeal confirmed that result in 2021 QCCA 730 on May 5, 2021. On March 24, 2022, the Supreme Court of Canada dismissed the Attorney General of Quebec’s application for leave to appeal, with costs (file 39774). That ended the case.
| 📅 Date | ⚖️ Step | 📌 Effect |
|---|---|---|
| 2015-2016 budget | Finance Minister announces ISP filtering of illegal gambling sites | Policy intent |
| 2016 | Bill 74 amends the Consumer Protection Act (ss. 260.33-260.37) | ISPs to block sites on a Loto-Québec list |
| May 5, 2021 | Court of Appeal of Quebec, 2021 QCCA 730 | Lower-court finding of unconstitutionality confirmed |
| March 24, 2022 | Supreme Court of Canada refuses leave to appeal (file 39774) | Decision final; no blocking regime |
The outcome is settled law: the blocking regime never took effect, and no replacement has been adopted.
What It Means for You Today
Offshore sites load normally from Quebec, which is why so many accept Quebec players. That does not make them provincially regulated. **Access is not the same as oversight**: the absence of blocking simply means the province never built a wall, not that it approved what is behind it.
Watch out:
Never use a VPN or any other tool to disguise your location, at Loto-Québec or anywhere else. Location checks and identity verification exist for legal and anti-fraud reasons, and getting around them can void your winnings and your account.
Loto-Québec Online Explained
**Loto-Québec’s online site is a full gaming platform, not just a lottery shop**: it runs casino, live casino, poker, bingo, lotteries and sports betting under one account for adults in Quebec.
Who Can Play
You must be a Quebec resident aged 18 or over. The terms state: “You must be in your province of residence when you open this website and access your Espacejeux account. To confirm this, we check your location.” You also need to complete the Espacejeux registration to play poker, bingo or casino games.
Casino and Live Casino
The casino section offers slots and table games, and a separate “casino en direct” section streams live dealer tables. Loto-Québec’s terms note that some poker, bingo, casino and lottery games may be offered jointly, in a network, with other Canadian lottery corporations — so some live and networked games are shared across provinces.
Poker and Bingo
Poker and online bingo are part of the same account. Because these games can be networked with other Canadian lottery corporations, player pools are not necessarily limited to Quebec. For general rules and strategy, our online poker guide applies to any regulated room.
Lotteries and Mise-o-jeu
Lottery draws are sold online, and Mise-o-jeu and Mise-o-jeu+ cover sports betting. This is where Loto-Québec differs from most offshore casinos on our list, which are casino-only (Casino Days and the Casino Rewards sites run no sportsbook; TonyBet does).
| 🎮 Product | 📍 Where on lotoquebec.com | 📝 Note |
|---|---|---|
| Casino (slots, table games) | Casino section | Requires completed Espacejeux registration |
| Live casino | Casino en direct | Live dealer tables |
| Poker | Poker section | May be networked with other Canadian lottery corporations |
| Bingo | Bingo section | Requires completed Espacejeux registration |
| Lotteries | Lottery section | Online ticket purchase |
| Sports betting | Mise-o-jeu / Mise-o-jeu+ | Provincial sportsbook |
One account covers all six product lines, which is the main convenience argument for the provincial site.
Geolocation Checks
Expect a location check every time you log in. If you travel outside Quebec, you will not be able to access your account until you are back. This is a legal requirement for a provincial site, not a glitch.
Strengths of the Provincial Site
- A Quebec Crown corporation stands behind every game and every payout.
- **Self-exclusion that actually binds**: Loto-Québec’s programs block your online account, and casino self-exclusion blocks it too.
- The site and its terms are published in French by default — the terms we quote here are the French originals.
- One account for casino, poker, bingo, lotteries and sports betting.
Limits of the Provincial Site
The provincial site only works while you are physically in Quebec, so it is no help on a trip to Ottawa or Florida. Its lobby is whatever the Crown corporation chooses to offer, and it is shared in part with other Canadian lottery corporations. Offshore lobbies are larger — Rolling Slots claims 15,000+ games — and some offer crypto banking. For many people, the regulated home is worth the smaller menu.
Pro Tip:
If you split your play between Loto-Québec and an offshore site, set limits at both. A deposit limit at one site does nothing at the other, and Loto-Québec’s self-exclusion does not reach offshore operators.
Offshore Casinos That Accept Quebec Players
**The offshore casinos we checked from Montréal and that do not exclude Quebec are Casino Days, the eight Casino Rewards sites, TonyBet, 22Casino, Need for Spin and Rolling Slots.** None is regulated by Quebec; all accepted a Quebec IP when we read their pages.
How We Picked These Sites
We kept brands whose official pages were read from a Quebec IP address (the Casino Rewards sites and Casino Days were reached through a Montréal gateway) or whose terms do not exclude Quebec. Each one names an operator and a licence, or we say so. Ratings come from our rating methodology: licence and transparency, bonus fairness, Canadian payments, games, mobile, and support and responsible gambling.
| 🎰 Casino | ⭐ Our rating | 📜 Licence | 🎁 Welcome offer (Oct 2026) | 💳 Interac on public pages |
|---|---|---|---|---|
| Casino Days | 88/100 | Kahnawake CPA 01054 | 100% up to C$2,000 + 100 free spins | Deposits and withdrawals |
| 22Casino | 91/100 | Kahnawake 01056 | Up to C$2,360 + 150 free spins | — |
| TonyBet | 89/100 | Kahnawake 00902 (Canada excl. ON and AB) | Up to C$2,500 + 250 free spins | — |
| Need for Spin | 86/100 | Curaçao GCB OGL/2024/589/0556 | Up to C$4,500 + 550 free spins | — |
| Rolling Slots | 85/100 | Curaçao GCB OGL/2024/589/0556 | Up to C$5,800 + 750 free spins | — |
| Luxury Casino | 78/100 | Kahnawake 00972 | Up to C$1,000 over 5 deposits | Deposits |
| Zodiac Casino | 76/100 | Kahnawake 00972 | 80 spins for C$1 + up to C$480 | Deposits |
| Quatro Casino | 73/100 | Kahnawake 00972 | Up to C$100 + 700 free spins | Deposits |
A dash means Interac was not listed on the public pages we read (cashiers sit behind a login). The ranking and the Interac column pull in different directions: Casino Days is the only site here confirming Interac for both deposits and withdrawals, which is why it leads our Quebec list despite a lower overall score than 22Casino and TonyBet.
Best Overall for Quebec: Casino Days
Casino Days is operated by Indigo Nova Limited (Cyprus, HE490808) under Kahnawake Gaming Commission CPA No. 01054. **When we typed casinodays.com from a Montréal IP, it redirected to a French-Canadian version (/fr-ca)**; the English rest-of-Canada site is at /ca. It runs a separate AGCO/iGaming Ontario site for Ontario.

The welcome offer is 100% up to C$2,000 plus 100 free spins on Gates of Casino Days Super Scatter (C$0.20 per spin), from a C$20 minimum deposit. Wagering is 35x the bonus only, not deposit plus bonus — but you get just 7 days to finish it and must claim the bonus in “Your Rewards” before depositing. The lobby lists 6,500+ games and 1,000+ live tables, and there are native iOS and Android apps.
- Interac Payouts From C$10
- 6,500+ Games, 1,000+ Live
- iOS and Android Apps
22Casino: Kahnawake Licence, Crypto-Friendly
22Casino is run by Starsten Ltd. (British Virgin Islands, company 2174149) under Kahnawake licence No. 01056, issued on May 13, 2026. The homepage advertises a welcome package of up to C$2,360 + 150 free spins (the promotions page says C$2,250 + 150 FS), and there is a 10% extra on crypto deposits. The lobby includes live casino, crash games and bingo. Two things to weigh: the licence is new, and the terms allow up to 30 calendar days to pay winnings.
TonyBet: Casino Plus Sportsbook
TonyBet OÜ (Estonia, company 12103082) serves Canada — excluding Ontario and Alberta — under Kahnawake licence No. 00902, issued December 8, 2021. The casino welcome offer is up to C$2,500 + 250 free spins, with 30x wagering, a C$10 max bet and 14 days of validity. It is the only site in this list with a sportsbook alongside a live casino and poker, which makes it the closest offshore match to Loto-Québec’s product range.

Need for Spin: Big Pack, Short Clock
Need for Spin is operated by GBL Solutions N.V. under Curaçao GCB licence OGL/2024/589/0556. The welcome pack is headlined at 250% up to C$4,500 + 550 free spins over three deposits. The fine print matters more than the headline: a C$7 max bet while a bonus is active, 48 hours to activate a bonus and 5 days to use it. The lobby lists 8,000+ games, and withdrawals start at C$15 by bank transfer.
Rolling Slots: The Largest Game Library
Rolling Slots shares operator, licence and bonus framework with Need for Spin. Its headline pack is 300% up to C$5,800 + 750 free spins over four deposits, and the lobby claims 15,000+ games including Aviator and a live casino. Visa, Mastercard, Skrill and Neteller appear for deposits; withdrawals start at C$15 by bank transfer, C$30 by other methods and C$80 in crypto.
The Casino Rewards Network
Eight of our Quebec-friendly sites — Luxury, Golden Tiger, Grand Mondial, Zodiac, Yukon Gold, Captain Cooks, Casino Classic and Quatro — belong to the Casino Rewards group. All eight are run by Fresh Horizons Limited (British Virgin Islands) under Kahnawake licence 00972 and share the same terms. Their welcome deals start from as little as C$1, but the first two deposit bonuses carry **200x play-through**. We compare them brand by brand in the next section.
The Eight Casino Rewards Sites Compared
**The Casino Rewards sites are the most Quebec-tested group on our list**: we reached every one from a Montréal IP, all eight landed on the rest-of-Canada version under Kahnawake licence 00972, and three show French as a site language.
They share an operator, a licence, a loyalty program and a rulebook, so the real differences are the welcome offer, the first-deposit minimum and the language options. Here is how the eight line up.
| 🎰 Casino | ⭐ Rating | 🎁 Welcome offer (verified Oct 2026) | 💵 First deposit | 🗣️ French site |

| Golden Tiger | 77/100 | Up to C$1,500 over 5 deposits (100% up to C$500 on the 1st) | — | — |
| Grand Mondial | 76/100 | 150 Mega Money Wheel spins for C$10 + 100% up to C$250 on the 2nd | C$10 | — |
| Zodiac Casino | 76/100 | 80 Mega Money Wheel spins for C$1 + up to C$480 on deposits 2-5 | C$1 | Yes |
| Yukon Gold | 75/100 | 150 Mega Money Wheel spins for C$10 + 100% up to C$150 on the 2nd | C$10 | Yes |
| Captain Cooks | 75/100 | 100 Mega Money Wheel spins for C$5 + up to C$475 on deposits 2-5 | C$5 | — |
| Casino Classic | 74/100 | Up to C$500 over 3 deposits (100% up to C$150 on the 1st) | — | — |
| Quatro Casino | 73/100 | Up to C$100 match + up to 700 free spins over 7 days | C$10 | Yes |
A dash means the brand’s public pages did not state that detail. If French matters most, the short list is Zodiac, Yukon Gold and Quatro; if a tiny first deposit matters most, Zodiac’s C$1 entry is the lowest — see our C$1 deposit casinos guide.
Luxury Casino
Luxury Casino spreads up to C$1,000 over five deposits: 100% up to C$150, 50% up to C$200, 25% up to C$300, 50% up to C$200 and 100% up to C$150. Its lobby lists Games Global, Pragmatic Play and Evolution among its providers, plus a live casino section. eCOGRA is named as the alternative dispute resolution service.

Golden Tiger Casino
Golden Tiger has the biggest first match in the network: 100% up to C$500, then 50% up to C$300, 20% up to C$300, 30% up to C$300 and 100% up to C$100, for up to C$1,500. Remember that the first two bonuses carry 200x play-through, so a full C$500 first bonus means C$100,000 in bets. Its lobby shows Pragmatic Play live games and seven progressive jackpots.
Grand Mondial
Grand Mondial opens with 150 chances on Mega Money Wheel for a C$10 first deposit (C$0.10 per spin), followed by a 100% match up to C$250 on the second deposit, labelled “for a limited time only”. Live casino, blackjack, roulette, video poker and progressive jackpots are all listed, with titles such as Thunderstruck II and Mega Moolah.
Zodiac Casino
Zodiac lets you start for C$1: that deposit buys 80 spins on Mega Money Wheel at C$0.10 each. Deposits two to five add 100% up to C$100, then 50% up to C$80, C$150 and C$150. **Zodiac lists French among its site languages**, along with English and German, and advertises a multilingual support team.
Yukon Gold Casino
Yukon Gold mirrors Grand Mondial’s structure: 150 Mega Money Wheel chances for C$10, then 100% up to C$150 on the second deposit. Its site languages are English, French and Austrian German, and the games page mentions real dealer games next to slots, roulette, blackjack and video poker.
Captain Cooks Casino
Captain Cooks costs C$5 to start: 100 Mega Money Wheel chances, then 100% up to C$100, 50% up to C$150, 25% up to C$125 and 100% up to C$100 on deposits two to five (C$475 in matches). Casino Rewards says the brand has operated since 2000.
Casino Classic
Casino Classic keeps it to three deposits: 100% up to C$150, 100% up to C$150 and 50% up to C$200, for up to C$500. Casino Rewards calls it one of its flagship casinos, established in 2000. Its brand terms also say the first deposit alone determines the sign-up bonus amount, so read the package page and the terms together.
Quatro Casino
Quatro scales its welcome by first deposit: C$10-C$19.99 gets C$10 plus 10 spins a day for seven days; C$100+ gets C$100 plus 100 spins a day, up to 700 spins. You must log in each day to collect, and missed days are forfeited. Site languages include English and French, and Quatro has no Ontario site.

Shared Terms You Need to Know
Because one rulebook covers all eight, a few clauses decide your experience more than any headline.
| 📋 Term | 📝 What the Casino Rewards T&C say | 💡 Why it matters |
|---|---|---|
| Play-through | 200x on 1st and 2nd deposit bonuses; 30x from the 3rd | A C$100 bonus at 200x means C$20,000 in bets |
| Game contribution | Slots 100%; table, live and other games 2% | C$100 on blackjack counts as C$2 |
| Bet size | Single bets of 25%+ of the bonus value count as irregular play | Winnings can be confiscated |
| Expiry | Unused bonuses forfeited 60 days after registration | First deposit must be made within 7 days |
| Withdrawal pending | 48 hours, then processed the next business day | You can reverse the request during that window |
| Big-win cap | Max C$4,000 per week if winnings greatly exceed your purchases | Large wins are paid out in instalments |
| Minimum withdrawal | C$50 (C$300 by wire) | Small balances can get stuck |
Read the first row twice: on a 200x bonus, most casual players will never reach the cash-out stage, which is why we treat these packages as entertainment value, not as money. Our wagering requirements guide works through more examples.
- Up to C$480 on deposits 2–5
- Mega Moolah jackpots
- Casino Rewards VIP points
Kahnawake: A Licence Issued Inside Quebec
**The Kahnawà:ke Gaming Commission sits in the Mohawk Territory of Kahnawà:ke, just outside Montréal, and it licenses most of the offshore casinos Quebec players use.** That geography confuses people, so it is worth being precise.
What the KGC Is
The Kahnawà:ke Gaming Commission (gamingcommission.ca) describes itself as the “licensing and regulating authority for gaming activity within and from the Mohawk Territory of Kahnawà:ke” and describes the Territory as “a sovereign jurisdiction located just outside Montréal”. It issues interactive gaming licences and Client Provider Authorizations (CPAs) to operators.
Which of Our Sites Hold KGC Licences
Eleven of the thirteen sites on this page cite a Kahnawake licence: Casino Days (CPA 01054), TonyBet (00902), 22Casino (01056) and the eight Casino Rewards brands (00972). The Casino Rewards terms name eCOGRA for alternative dispute resolution and list complaints@gamingcommission.ca, and their responsible-gambling pages link to the KGC’s comprehensive self-exclusion.

| 🎰 Casino | 🏢 Operator | 📜 Licence | 🌍 Registered in |
|---|---|---|---|
| Casino Days | Indigo Nova Limited | Kahnawake CPA 01054 | Cyprus (HE490808) |
| 22Casino | Starsten Ltd. | Kahnawake 01056 (issued May 13, 2026) | British Virgin Islands |
| TonyBet | Tonybet OÜ | Kahnawake 00902 (issued Dec. 8, 2021) | Estonia (12103082) |
| Casino Rewards (8 sites) | Fresh Horizons Limited | Kahnawake 00972 | British Virgin Islands |
| Need for Spin, Rolling Slots | GBL Solutions N.V. | Curaçao GCB OGL/2024/589/0556 | Curaçao (155090) |
Every operator here is named with a registration or address, which is the minimum we ask before listing any offshore site.
What a KGC Licence Does Not Do
A Kahnawake licence is not a Quebec licence. **It does not make a site provincially regulated**, it does not put the operator under Loto-Québec’s self-exclusion program, and Quebec cannot settle your dispute with it. You rely on the operator’s complaints process and the KGC’s. That is the same position as with a Curaçao licence, just with a regulator closer to home.
French-Language Casino Sites for Quebec
**Casino Days runs a dedicated French-Canadian site, and Zodiac, Yukon Gold and Quatro list French among their site languages.** Loto-Québec is, of course, fully in French.
Casino Days in French
From a Montréal IP, casinodays.com redirected us to casinodays.com/fr-ca, a French-Canadian version of the rest-of-Canada site. The licence and terms are the same as on /ca. One caveat: the contact page advertises “English Chat” 24/7, so plan on English for live chat even if you browse in French. Email support is at support@casinodays.com.
Casino Rewards Sites With French
Zodiac (English, French, German), Yukon Gold (English, French, Austrian German) and Quatro (English, French, Finnish, Austrian German) show French as a site language. Casino Rewards’ contact page promises help “in your own language”, and Zodiac’s homepage mentions a multilingual support team around the clock.

| 🎰 Casino | 🗣️ Site languages (confirmed) | 💬 Support languages (confirmed) |
|---|---|---|
| Loto-Québec | French (default) | — |
| Casino Days | French-Canadian (/fr-ca) and English (/ca) | English live chat 24/7; email |
| Zodiac Casino | English, French, German | Multilingual team (homepage) |
| Yukon Gold | English, French, Austrian German | English, French, German (Austria) |
| Quatro Casino | English, French, Finnish, Austrian German | English, French, Finnish, German (Austria) |
| Golden Tiger, Captain Cooks, Casino Classic | English (/en/) | Casino Rewards: “help you in your own language” |
| TonyBet, 22Casino, Need for Spin, Rolling Slots | English | English (22Casino, Need for Spin, Rolling Slots); TonyBet 24/7 chat |
We only list a language where an operator page confirms it; a dash means the fact was not part of what we checked.
English-Only Sites
TonyBet, 22Casino, Need for Spin and Rolling Slots offered English in what we read; 22Casino, Need for Spin and Rolling Slots name English as their support language. That is not a deal-breaker for bilingual players, but it changes how comfortable you will be reading long legal terms.
Why Language Matters for Terms
Bonus terms are where money is won or lost. If you would struggle with clauses such as “irregular play” or “play-through counted on wagers from cash and bonus balances”, choose a site in your stronger language or translate the bonus terms before you deposit. A misunderstood max-bet rule can cost you a whole bonus.
Pro Tip:
Before you deposit, open the bonus terms in the language you will read them in and find three numbers: the wagering multiplier, the max bet and the deadline. If you cannot find all three, skip the bonus.
Bonuses for Quebec Players: What the Terms Say
**The best-value welcome offer for most Quebec players is Casino Days’ 35x-on-the-bonus deal; the 200x Casino Rewards packages are the hardest to turn into cash.** Headline size tells you little — the multiplier, the deadline and the max bet tell you almost everything.
| 🎰 Casino | 🎁 Welcome offer | 🔁 Wagering | ⏳ Time limit | 🎯 Max bet with bonus |
|---|---|---|---|---|
| Casino Days | 100% up to C$2,000 + 100 FS | 35x bonus only | 7 days | C$10 |
| TonyBet | Up to C$2,500 + 250 FS | 30x | 14 days | C$10 |
| Need for Spin | Up to C$4,500 + 550 FS (3 deposits) | Not shown for the welcome pack | Activate in 48 h, use in 5 days | C$7 |
| Rolling Slots | Up to C$5,800 + 750 FS (4 deposits) | Not shown for the welcome pack | Activate in 48 h, use in 5 days | C$7 |
| Casino Rewards (8 sites) | From 80 spins for C$1 to C$1,500 over 5 deposits | 200x (1st and 2nd), 30x after | 60 days from registration | Under 25% of the bonus value |
All offers above were verified on the operators’ sites in October 2026; promotions change often, so re-check the terms page on the day you deposit.
Casino Days: 35x on the Bonus Only
Casino Days applies 35x to the bonus amount, not to deposit plus bonus. Deposit C$100, get C$100 bonus, and you need C$3,500 in bets — but within 7 days. That is C$500 a day, which suits daily slot players and squeezes everyone else. Free-spin winnings also carry 35x, and crash, mine and many named slots cannot be played with bonus funds.

Casino Rewards: 200x on the First Two Bonuses
The Casino Rewards terms are blunt: “The first deposit bonus and second deposit bonus are subject to 200 times play-through.” Zodiac’s own example is a C$100 bonus requiring about C$20,000 in slot wagers. Bonuses from the third deposit onward drop to 30x. **Treat the first two bonuses as extra playtime, not as withdrawable money.**

TonyBet: 30x Over 14 Days
TonyBet’s general bonus terms set 30x on welcome bonuses, a C$10 max bet and a 14-day expiry, with a C$20 minimum deposit for any deposit bonus. The terms also require the qualifying deposit to be wagered. TonyBet’s cons are worth knowing: table, crash and live dealer games do not count towards bonus wagering.
GBL Sites: C$7 Max Bet and 5-Day Validity
Need for Spin and Rolling Slots share a bonus framework: a C$7 max bet while a bonus is active (including bonus buys and bet doubling), 48 hours to activate, 5 days to use. The welcome-pack multiplier was not shown on the pages we read, so open the bonus card in your account before accepting. Both also charge up to 10% commission if you withdraw before wagering 3x your deposit.
Game Contribution Traps
Contribution rules quietly change the maths. At the Casino Rewards sites, slots count 100% but table and live games only 2%, so C$1,000 on blackjack clears just C$20 of wagering. At Casino Days, non-live table games and most live games count 10%. If you mainly play live casino tables, a bonus may cost you more than it gives.
Pro Tip:
Run the numbers before you opt in: bonus × multiplier ÷ your usual stake = number of bets needed. At C$1 a spin, a C$100 bonus at 35x is 3,500 spins; at 200x it is 20,000 spins.
Should You Take a Bonus at All?
If you deposit small amounts and play now and then, decline the 200x offers and play with cash — you can withdraw any time. If you play slots daily and like the extra balance, a 30x-35x bonus can stretch a session. Our welcome bonus guide explains how to compare packages side by side.
Deposits and Withdrawals From Quebec
**Interac is the payment method most Quebec players reach for, and Casino Days is the only offshore site here that confirms Interac for both deposits and withdrawals.** The Casino Rewards sites take Interac deposits (processed by PayDirect Billing Solutions) on five of the eight brands’ public pages and pay out by CAD EFT/eCheck.
| 🎰 Casino | 💳 Deposit methods confirmed | 💸 Withdrawal methods confirmed | 💵 Min withdrawal |
|---|---|---|---|
| Casino Days | Interac, Interac e-Transfer, Visa/Mastercard, iDebit, crypto, Payz, AstroPay, Jeton, Flexepin | Interac, Interac e-Transfer, iDebit, crypto, Payz, AstroPay, Jeton, bank transfer | C$10 (Interac) |

| Need for Spin, Rolling Slots | Visa, Mastercard, Skrill, Neteller (Rolling Slots) | Bank transfer, crypto, other methods | C$15 bank / C$30 other / C$80 crypto |
Cashiers sit behind a login, so this table lists only what the public pages confirmed; more methods may appear once you register.
Interac
Casino Days lists Interac deposits from C$10 up to C$3,000 and Interac e-Transfer from C$10 up to C$9,999, with withdrawals from C$10 up to C$9,999. Its homepage says most requests are processed within 5 minutes and Interac e-Transfers “typically land in your account in under 30 minutes”, while its Interac page says 1 to 3 business days — plan on the longer figure. See our best Interac casinos for more.

Cards
Visa and Mastercard are listed for deposits at most sites here, but Casino Days lists them as deposit-only. The Casino Rewards sites can pay Visa holders back through Visa OCT in 3 working days after the pending period. Some Canadian banks block gambling transactions on credit cards, so keep a debit or Interac option ready.
E-Wallets and iDebit
Casino Days accepts iDebit from C$10 for deposits and pays out from C$25 up to C$3,000; our Instadebit and iDebit guide explains how these bank-linked wallets work. TonyBet targets e-wallet withdrawals (Skrill, Neteller) within 12 hours. The Casino Rewards sites list Skrill for Canadian withdrawals, at 1 to 3 working days.
Crypto
Casino Days takes BTC, ETH, XRP, LTC, DOGE, USDT and more, with deposits from C$15 and withdrawals from C$20 up to C$50,000, quoted at about 6 minutes. 22Casino adds 10% on crypto deposits; Rolling Slots and Need for Spin pay crypto from C$80. The Casino Rewards sites do not list crypto. More in our crypto casinos guide.
Withdrawal Timelines
| 🎰 Casino | ⏳ Pending / processing | 🏦 Method times | 🚧 Limits |
|---|---|---|---|
| Casino Days | Most requests within 5 minutes (homepage); T&C: uncontested withdrawals within 5 business days | Interac 1-3 business days (Interac page); crypto ~6 min | €5,000/day, €20,000/week, €50,000/month (non-VIP) |
| Casino Rewards (8 sites) | 48 hours pending, then next business day | CAD EFT 2-3, cards 3, e-wallets 1-3, wire 6-10 working days | C$4,000/week for very large wins |
| TonyBet | — | E-wallets within 12 h; crypto under 24 h; cards up to 7 business days | — |
| Need for Spin, Rolling Slots | Monday to Friday, 09:00-18:00 (GMT+3), after verification | Depends on method | From C$750/day at levels 1-10 |
| 22Casino | T&C: winnings paid within 30 calendar days | — | — |
For speed, Casino Days and TonyBet’s e-wallet route lead; the Casino Rewards 48-hour pending period adds two days to every payout. Our fast withdrawal casinos page ranks payout speed in more detail.
Currency and Fees
Casino Days says it charges no fees on deposits or withdrawals. The Casino Rewards sites charge nothing for CAD EFT but C$50 for a wire (C$100 over C$3,000), plus 2.5% when the withdrawal currency differs from your account currency. TonyBet charges a C$7 monthly fee on dormant accounts. If you deal in Canadian dollars end to end, you avoid most of these costs.
Legal Gambling Age in Quebec
**The legal gambling age in Quebec is 18**, the same as Alberta and Manitoba, and one year lower than in most other provinces. Some offshore sites set their own higher limit.
18+ at Loto-Québec
Loto-Québec’s terms open its online games to “residents of Quebec aged 18 or over”. You will be asked to prove both age and residence when you complete your Espacejeux registration.
19+ at the Casino Rewards Sites
All eight Casino Rewards brands restrict play to people “older than 19 years of age, or the legal age of majority in their jurisdiction, whichever is the greater”. **An 18-year-old Quebecer can play at Loto-Québec but not at Zodiac or Luxury.**
Other Offshore Sites
Casino Days, 22Casino, Need for Spin and Rolling Slots list 18 as their minimum. TonyBet is mixed: its footer says 19+, while its terms say 18 or 19 depending on the province or territory.
| 🎰 Site | 🔞 Minimum age stated |
|---|---|
| Loto-Québec | 18+ |
| Casino Days | 18+ |
| 22Casino | 18+ |
| Need for Spin | 18+ |
| Rolling Slots | 18+ |
| TonyBet | 19+ (footer); 18 or 19 by province (terms) |
| Casino Rewards (8 sites) | 19+ or local age of majority, whichever is greater |
If you are 18, stick to Loto-Québec or the sites in the 18+ rows, and expect ID checks before any withdrawal.
ID Checks Before Withdrawals
Every site here verifies identity. Casino Days asks for government-issued photo ID, proof of address dated within 3 months and proof of payment method. TonyBet asks for documents at your first withdrawal and gives you 7 calendar days to provide them. The Casino Rewards sites may ask for notarised copies. Upload documents early to avoid a stalled first payout.
Are Gambling Winnings Taxed in Quebec?
**For recreational players, gambling winnings are generally not taxed in Canada, and Quebec players are no exception.** The Canada Revenue Agency treats casual winnings as windfalls.
Recreational Players
Lottery winnings of any amount are not taxable unless the prize can be considered income from employment, a business or property, according to the Canada Revenue Agency. The same windfall logic covers casual casino wins, at Loto-Québec or elsewhere.
Professional Gamblers
People who are “in the business of gambling” — for example, organised professional poker players — may be taxed on their winnings. That is a narrow category, and it depends on facts such as how organised and regular your play is.
Interest on Winnings
Once you bank a win, the interest it earns is taxable like any other interest income. If a large win sits in a savings account or GIC, the interest belongs on your return.
Responsible Gambling Resources in Quebec
**Quebec’s main gambling help line is Jeu : aide et référence at 1-800-461-0140 (514-527-0140 in the Montréal area), and Loto-Québec runs the province’s self-exclusion programs.** Both are free, and neither requires you to have played at Loto-Québec.
Jeu : aide et référence
This is Quebec’s dedicated help and referral line for gambling problems, listed by the Canadian Centre on Substance Use and Addiction as “Quebec Gambling: Help and Referral”. Its website, aidejeu.ca, also offers a chat, and the service is for Quebec residents. Call 1-800-461-0140, or 514-527-0140 from Montréal.
Loto-Québec Self-Exclusion
Loto-Québec offers three levels of exclusion, all managed through its responsible-gaming site.
| 🛑 Program | ⏳ Length | 📍 What it covers |
|---|---|---|
| Pause de jeu (gaming break) | 1 to 89 days | Loto-Québec online games |
| Online self-exclusion | 3 months to 5 years | Loto-Québec’s online gaming site |
| Casino and gaming hall self-exclusion | 3 months to 5 years | Loto-Québec casinos and gaming halls — and it automatically blocks your lotoquebec.com account for the chosen period |
The third program is the strongest: Loto-Québec’s terms say casino self-exclusion blocks the online account “irrevocably” for the length you choose. Details are on the Loto-Québec self-exclusion page.
Why Self-Exclusion Doesn’t Carry Over
**Loto-Québec’s self-exclusion covers Loto-Québec only.** Quebec has no centralised program that reaches private or offshore sites, unlike the provincial systems in Ontario and Alberta. If you exclude yourself at Loto-Québec, you must also exclude yourself separately at every offshore account you hold — and never open new ones to get around an exclusion.
Tools at Offshore Sites
The offshore sites offer their own tools, which vary a lot in how easy they are to use.
| 🎰 Casino | 🧰 Limits | 🛑 Self-exclusion | ⚙️ How you set it |
|---|---|---|---|
| Casino Days | Deposit, loss and wager limits; cooling-off | Minimum 6 months (via support) | In your account |
| TonyBet | Deposit and loss limits (daily/weekly/monthly); time-out | 6 months to 3 years; KGC self-exclusion | In your account; 48 h cooling-off on limit increases |
| 22Casino | Deposit limits per day/week/month; cool-off | Up to 5 years | Email block@22casino.com or 24/7 live chat |
| Casino Rewards (8 sites) | Daily, weekly, monthly deposit limits; cooling-off 24 h to 6 weeks | 6 months, irreversible; link to KGC self-exclusion | Through support |
| Need for Spin, Rolling Slots | Take a Break (1 day, 3 days, 1 week); Reality Check | Indefinite, by email | Account settings and email |
Self-service tools in your account (Casino Days, TonyBet) are faster in a weak moment than tools that need an email to support.

Warning Signs to Watch
- Chasing losses or raising stakes to “win it back”.
- Borrowing money, or using bill money, to gamble.
- Hiding how much time or money you spend.
- Feeling restless or irritable when you try to cut down.
- Gambling to escape stress, low mood or loneliness.
If two or more of these sound familiar, call Jeu : aide et référence or read our responsible gambling guide. The Responsible Gambling Council (responsiblegambling.org) is another Canadian resource worth bookmarking.
Practical Limits That Work
Decide your monthly gambling budget before you log in, and set a deposit limit equal to it on day one. Keep gambling money in a separate account from your bills. Turn off promotional emails and push notifications. If you use more than one site, apply the same limits everywhere — limits do not travel between operators.
How to Choose a Quebec Online Casino
**Start with who regulates the site, then read the wagering terms, then check the cashier.** That order filters out most bad choices in a few minutes.
Check the Licence First
Scroll to the footer and the terms. You want a named company, a registration number and a licence number you can match to the regulator. Every offshore site on this page passes that test. If a site names neither operator nor licence, do not deposit. Our safe online casinos guide lists the checks in full.
Read the Wagering Multiplier
A 35x bonus and a 200x bonus are different products, even if both say “up to C$500”. Find the multiplier, whether it applies to the bonus alone or deposit plus bonus, the deadline and the max bet. If any of the four is missing from what you can see, ask support in writing before you deposit.
Confirm the Cashier
Check that your preferred method works for withdrawals, not just deposits. Visa and Mastercard are deposit-only at Casino Days; Interac deposits at the Casino Rewards sites are matched by CAD EFT withdrawals, not by Interac payouts. Note the minimum withdrawal: C$10 at Casino Days, C$50 at the Casino Rewards sites.
Test Support in Your Language
Open the live chat and ask one practical question — for example, the max bet on the current welcome bonus. The answer tells you how fast and how clear support is. If you need French, remember that Casino Days’ chat is advertised in English even on the French-Canadian site.
Compare Mobile Play
Casino Days has native iOS and Android apps; 22Casino offers an Android APK and a web app; Need for Spin and Rolling Slots install as web apps from Safari or Chrome. The Casino Rewards sites run in your mobile browser. Our mobile casinos guide compares the experience in more depth.

Best for French Speakers: Casino Days
Casino Days serves a French-Canadian site to Quebec visitors, pays out by Interac from C$10 and sets 35x on the bonus only. It is the most complete package for a francophone player who has already decided to use an offshore site.
Best Low-Deposit Start: Zodiac Casino
Zodiac’s C$1 entry and French site language make it the cheapest way to try an offshore lobby. Just treat the 80 Mega Money Wheel spins as entertainment: winnings land as bonus funds under the 200x rule.
How to Sign Up Safely From Quebec
**Signing up takes about five minutes; doing it safely means reading three pages before you deposit.** These steps apply to any site on this page.
- Confirm the site serves your province — open the terms and check that Canada (and Quebec) is not on the restricted list. Ontario and Alberta residents should use their regulated provincial sites instead.
- Register with your real details — your name, date of birth and address must match your ID, or your first withdrawal will stall.
- Set a deposit limit straight away — use the account tools or ask support, before your first deposit.
- Read the bonus terms — note the multiplier, deadline and max bet, or decline the bonus. At Casino Days, claim the bonus in “Your Rewards” before depositing.
- Deposit with a method you can withdraw to — Interac at Casino Days, CAD EFT for payouts at the Casino Rewards sites.
- Upload your documents early — photo ID, proof of address dated within 3 months and proof of payment.
- Withdraw regularly — do not leave large balances sitting at an offshore operator.
Watch out:
An offshore site is not regulated by Quebec or any other province. If a dispute arises, you deal with the operator and its licensing body (Kahnawake or Curaçao), not with Loto-Québec or a provincial regulator. Residents of Ontario and Alberta should use their province’s regulated sites — see Ontario and Alberta.
Documents to Have Ready
Keep a photo of your driver’s licence or passport, a recent utility bill or bank statement (within 3 months), and a screenshot or statement showing the payment method in your name. Casino Days lists exactly these three items, and the other operators ask for similar proof.
Our Disclosure
Every site on this page except Loto-Québec is an offshore operator: not regulated by Quebec or any other Canadian province, and not available to Ontario and Alberta residents through our recommendations. Ratings follow our published methodology and were set from the operators’ own pages, read in October 2026. Gambling is for adults only — 18+ in Quebec, and 19+ at the Casino Rewards sites. Play for entertainment, never to make money.
